About the city. A unified digital ecosystem is being created in Moscow, in which all residents of the city can find useful services and services for themselves – families with children, drivers, businesses and the construction industry, residents with pets.
Goal
The aim of the project is to help citizens find lost animals, create a unified register of all missing and found cats and dogs in Moscow.
Implementation period. The project was launched on December 23, 2020.
Fact
- Every year, more than three thousand pets are found on the streets of Moscow.
- According to statistics, cats often jump out of open windows or run away from the territory of private houses, and dogs in most cases break off their leashes, frightened by cars or loud noises.
Solutions
The “Search for Lost and Found Animals” service on the official portal of the Moscow Mayor and Moscow Government (mos.ru) is the first city centralized service in Russia for finding lost animals. Those who have lost a pet can post an ad and inform about the missing animal via the service. If a person finds an animal on the street, he can find owners using the service. Thus, the service is gradually forming a single register of all missing and found cats and dogs in Moscow.
If there are no ads matching the request, the resident can place a new ad and tell about the missing or found pet. When placing an ad, photos of the animal, its breed, detailed description of the appearance, as well as the date and place of its loss / detection can be added.
In addition, when placing the missing pet announcement, the service will automatically check it against the database of city shelters for homeless animals. If a pet is found at the shelter, the owner will be notified immediately. The search is carried out automatically based on the animal’s chip or stamp number.
Citizens can customize registry update notifications by specifying subscription parameters (species, gender, breed, color of the animal). By subscribing to them, the owners or those who found the animal will quickly learn about the appearance of a pet with similar parameters in the registry.

Timeline
- During the first month of the service’s operation, Muscovites published 210 announcements of found and lost dogs and cats on mos.ru
- As of the end of January, more than 240 ads were active in the service, of which almost 60% (142 entries) were about missing pets, and about 40% (99 ads) were about found ones.
- Since the start of the service “Search for Lost and Found animals” on the portal mos.ru Muscovites have published more than a thousand ads about pets. Over 120 cats and dogs have returned home or found a new family.
- Service mos.ru “Search for Lost and found animals” has been recognized by the Veterinary Department of the Ministry of Agriculture of the Russian Federation. For the introduction of the service, the Moscow Veterinary Committee was awarded the gold medal of the competition held within the framework of the Russian Agro-industrial exhibition “Golden Autumn – 2021”.
