City Pulse Project

About the city. The City of Eindhoven has a street in the town’s centre: Stratumseind-very busy and popular nightlife area. On an average weekend, nearly 15-20,000 people visit the 250-meter street with over 50 bars and nightclubs. Every weekend there are multiple incidents of aggression and fights.

Goals

The main aim of the project is to maintain safety and security in the centre of town.

Implementation period. The project was implemented in 2018.

Fact

On a yearly basis, 800 incidents take place in Stratumseind — 90% of all nightlife-related incidents in Eindhoven — more than two incidents per night.

Solutions

The CityPulse pilot was developed by Atos and a number of partners, including Intel, the city of Eindhoven, and the Dutch Institute of Safety and Security (DITSS).

CityPulse uses Intel technology to collect data from a wide variety of sources without the need for special sensors. Data scientists from Atos can then create intelligent models and ideas from this data, which in turn can inform a number of specific actions.

A live lab has been set up in Eindhoven with 20 sound cameras that track noise levels from streets and nearby pubs. The system is equipped with an audio classifier that recognizes aggression. The connected app helps immediately detect aggressive people and other loud audio interference and notify the police.  Trained law enforcement officers from the municipality receive information about any events directly on their phone. This helps maintain security in the area at all times.

The sensors are able to determine the exact position of the sound source.

Safety features are enabled without continuously perceived intrusive monitoring through cameras.

Light from light poles can be adjusted (colour and intensity) depending on incidents.

Challenges

The setting of the sensor must be specific to the environment and therefore requires a lot of time. The combination of perception and action with intelligent lights is not ordinary.

The sensors work well in combination with video surveillance systems to add additional information to the case.

Timeline

About 20 sound sensors installed, a few of them are able to detect sounds at higher quality, the system also includes a user interface.
