Airfare Reduction Program

About the city. This is the only state program within the city’s air transport system.

Goal

The purpose of the Airfare Reduction Program is to reduce the cost of air travel within Quebec (domestic flights) in order to make them more affordable and thus improve the mobility of citizens. Also the program stimulates demand for air transport with the objective that carriers increase the supply of air services in the region.

It could be for personal reasons or when accompanying a patient who requires healthcare services, through a partial refund of their airfare.

Implementation period. The date is not accurate, but the program started approximately in 2018 and is active now.

Québec City Jean Lesage International Airport, also known as Jean Lesage International Airport is the primary airport serving Quebec City. More than 10 airlines offer 360 weekly flights to destinations across Canada, the United States, Central America, Mexico, the Caribbean and Europe.

Solutions

The reimbursement rate varies from 30% to 60% of the cost of the plane ticket, depending on the applicant’s region of residence.

What are the features?

The Airfare Reduction Program is intended for residents in some regions only. For instance, Abitibi-Témiscamingue, Bas-Saint-Laurent etc.

Eligible expenses. Airfare for a regular flight, individual airfare for a charter flight, flight rescheduling charges and air carrier charges for unaccompanied minors.

What documents do citizen need to apply for?

• the name of the passenger;

• the itinerary;

• the price, including charges and taxes.

Moreover, the following documents must therefore be kept by the applicant for two years: valid proof of residence issued by a government or municipal entity, proof of payment, boarding passes issued by the air carrier.

Solution. According to the gravity of the act, sanctions may also be applicable: an amount of money may be withheld on subsequent eligible applications, The Ministère may require that the amount reimbursed in excess be remitted, the person may be excluded from the Program.
