In 2014, Chelyabinsk became a pilot city in the country where a local self-government reform was launched. For the first time in modern history, the city was effectively and legally divided into intra-city districts. From a single municipality, eight were formed in Chelyabinsk, with powers distributed according to territorial criteria.
