About the city. In 2006, meals in Kazan’s schools were in poor condition. The equipment in most school canteens was worn out. Violations of the technological cooking process made it impossible to provide students with hot meals that comply with the Sanitary Rules and Norms.
Goal
The program’s primary goal is to provide high-quality and healthy food for students in schools.
Implementation period. The program started in 2006.
Fact
In 2006, there were 97,700 students in the schools of the city of Kazan.
Solutions
The healthy nutrition program for children has an integrated approach. New updates were added every year of the implementation of the strategy. With the program’s launch, a nutrition department was formed, which organises catering in kindergartens, schools, hospitals, state and municipal institutions, and major international events.
Initially, it was decided to introduce the Cook & Chill food preparation technology, in which dishes (meat, fish, poultry) and complex side dishes are prepared at the food plant at night and then in a short time are cooled to + 2 + 4 degrees in the package. In the morning chilled food is sent by special transport at the request of schools. Immediately before the break, the cooks heat up the incoming chilled products using a combi steamer. For the new technology of cooking, three harvesting factories were reconstructed.
In the same 2006, the replacement of obsolete equipment of school catering units began.
All schools introduced a single school menu with a single cost, which diversified the diet of schoolchildren and balanced it in terms of proteins, fats, carbohydrates, vitamins, and minerals, taking into account the age characteristics of children and adolescents. From the beginning of the program, funds have been allocated annually from the budget for the meals of students from low-income families – 18% of children eat at schools for free.
In 2008, changes were made to the Logistics System. For the storage of raw materials and food on the territory of the Department, a certified system of storage facilities and refrigeration equipment was organized. The capacity of the updated system allows keeping a two-week supply of food and raw materials. The decision was made on the centralised purchase of products – 40,000 tons per year. This decision made it possible to work with the largest manufacturers, which reduced purchase costs and quality assurance.
In the same year, the department purchased 58 vehicles to quickly deliver products.
In 2012, for the first time in Russia, a system of non-cash payments, the Educational Card, began to operate in Kazan schools. With this card, children can pay for food in canteens, which significantly reduces service time, and parents have the opportunity to receive information about the state of the account and what the child has eaten today. Over time, a “Pre-Order” system was added, which allows high school students to order a school menu several days in advance based on their own taste preferences.
The project “School Restaurant” was launched, during the implementation of which school canteens are gradually being transformed. A characteristic feature of the renovation is a bright design, ergonomic furniture, modern decor elements, and an increase of seating.
In 2013, as part of the legacy of the World Summer Universiade, the Department of Food was transferred to the Food Combine with modern equipment and a technological laboratory. In the laboratory, careful control over raw materials and products is carried out.
In 2016, The mobile application “Ate and Satisfied” was developed for students in grades 5-11 to improve the quality of catering in schools in Kazan.
The application allows:
- Evaluate the dishes of the day.
- Vote for new dishes that will appear on the school menu.
- Evaluate the school canteen according to general criteria once a month and according to specific criteria – daily.
- Track the rating of schools based on the reviews of the students themselves.
- Control the balance of funds on the bank card account.
- Become a loyalty program member to use the accumulated points in the school cafeteria.
In 2018, the Mom in the Topic project was launched, bringing together active mom bloggers and caring parents (audience coverage of more than 1 million people) who believe that parents can influence school meals and make them better. Meetings are held regularly once every two months.
Since January 2019, as part of the Parental Control project, parents’ visits have become daily in all schools in the city. In addition, the journal began to be maintained in electronic form, which made it possible to respond promptly to incoming requests.
In the summer of 2019, a large-scale reconstruction of canteens and the modernisation of food units were carried out at once in 36 schools in Kazan.
The total investment budget amounted to 260 million rubles, including 170 million from the city. As part of the WorldSkills-2019 heritage, 80 Kazan schools received 550 pieces of equipment and inventory for a total of RUB 5.2 million, and the Power Plant was given large, industrial-scale equipment totalling 55 million rubles.
By the beginning of the 2020/2021 academic year, technological and refrigeration equipment was purchased for the Food Combine, the areas for picking, unloading, and loading products were enlarged and insulated. Because of the epidemiological situation, bactericidal lamps, personal protective equipment, detergents and disinfectants, and household goods were also purchased for schools. For the youngest, a series of cartoons and karaoke “Chef Show” was developed, which are broadcast during classroom hours in schools. “Chef Show” is an entertaining format of influencing healthy eating habits in schoolchildren.
In June 2021, Kazan hosted the international forum “Healthy Cities. Healthy nutrition for children”. It became the first Eurasian Regional Forum of the Milan Pact, the coordinating council of which was headed by the capital of Tatarstan. About a thousand people participated in the forum: Russian and foreign experts, mayors of cities, representatives of the healthcare and healthy nutrition sectors, heads of public organisations. The forum program was presented in three different formats:
- city family holiday;
- international forum in a hybrid format;
- excursion to the Food Department.

In 2020, the Kazan program “Healthy Nutrition for Children” took 1st place in the “Healthy Cities of Russia” competition in the “Best Healthy Nutrition Program” nomination.

Outdoor Advertising Regulation

About the city. The comfort of living is a priority for the City of Kazan. One of the important components of this work is the neatness of public spaces without visual pollution.
Goal
The main goal is to arrange the advertising market and regulate advertising distribution on the streets of the city.
Implementation period. Work on the transformation began in early 2006.
Fact
In 2006, the first auction in Russia was held for the right to place advertising constructions. Kazan has become a pioneer, and the requirement to hold auctions at the federal level appeared only in 2008.
Solutions
2006
As the first step, the Department of outdoor advertising and information as part of the Executive Committee of Kazan was created (now MSI Outdoor Advertising and Information Management). The main goal was to conduct a unified city policy in advertising in the city of Kazan. The implementation was started with the formation of a legal framework:
- In August 2006, the first Rules for the placement of outdoor advertising and information on the territory of the city were adopted;
- In October of the same year, the Kazan State Duma approved the Regulations on outdoor advertising and information placement.
The documents became the basis for creating clear and open rules, forming a unified procedure for payments to the city budget for the advertising placement.
As the second step, the City conducted the optimisation. The 3×6 meter billboards were removed from the main highways and intersections of the city, such as the Kremlin Dam, Salimzhanov St., Pushkin St. and so on. In total, more than 200 billboards were dismantled.
In the autumn, the first auction in Russia for the right to place advertising billboard was held. As a result, 85 places were sold, and the city budget received over 28 million rubles of income.
2007
In 2007, the first inventory of all freestanding advertising billboards was performed. As a result, their owners got some permits. Five-year contracts were signed at uniform tariffs. The city budget received another 130 million rubles. The advertising market has finally entered the legal field.
2012
The first large-scale citywide auctions were held. As a result, the city budget received around 254 million rubles per year over five years. The City defined universal requirements for the appearance of advertising billboards for the first time. The total number of 3×6 euro-shields has almost halved, from 1800 to 1000 units.
2018
About 400 euro-shields were dismantled by the owners voluntarily, only 16 forcibly. Thanks to the work carried out over 15 years, the advertising inventory has been reduced by more than two times. The number of euro-shields decreased by 3.5 times (2,050 to 591 places). Budget revenues from advertising activities increased 23 times, from 14 million rubles per year at the beginning of 2006 to 321 million rubles per year today.
2020
In 2020, the City developed and adopted a new program to develop outdoor advertising in Kazan. Instead of large-format advertising constructions, the City is about to increase the share of small-format constructions. Moreover, it is expected that the share of small-format advertising constructions to the total number of constructions will increase from 36% currently to 50% in 2025.
Challenges
The City faced some problems. Some entrepreneurs didn’t agree with the changes, the procedures and the results of the auction. Lot sizes, securing an application for participation in the auction, starting prices, terms of a standard contract were disputed. The administration was illegally required to conduct private auctions only for current market participants. The City managed to defend its ideas in court.
For example, in preparation for the 2012 auction, the owners of advertising constructions opposed expired permits, and they refused to remove them. As a result, the municipality had to dismantle about 600 euro-shields at its own expense. It took six years for the advertising market to fully accept the city’s game rules.

The City had to streamline the outdoor information media (signages) on the facades of buildings. From 2010 to 2015, more than 13 thousand objects of outdoor information were inventoried. About 5 thousand illegal objects have been identified. As a result, permits were issued for 1800 construction only. The main difficulties were related to the fact that the placement of outdoor media (signages) at the federal level is not properly regulated. The administration of Kazan was able to set the boundary between advertising constructions and outdoor media in municipal acts. The outdoor media were classified as landscaping elements, so their placement became regulated by the Rules of landscaping in Kazan.
The City was managing the transfer of municipal services to an online form. Now permits for the installation and operation of the advertising constructions are issued online. Entrepreneurs can apply for a permit via the Internet on the portal of public services of the Republic of Tatarstan, on the official portal of local self-government bodies of the city of Kazan, on the portal of municipal services of the municipal formation of the city of Kazan.
Kazan ranks first among cities with over a million people in terms of advertising revenue. As a result of the measures taken, the number of advertising constructions has significantly decreased, allowing the architectural heritage of Kazan to be revealed to the eyes of residents and guests.

Search for Lost and Found Animals

About the city. A unified digital ecosystem is being created in Moscow, in which all residents of the city can find useful services and services for themselves – families with children, drivers, businesses and the construction industry, residents with pets.
Goal
The aim of the project is to help citizens find lost animals, create a unified register of all missing and found cats and dogs in Moscow.
Implementation period. The project was launched on December 23, 2020.
Fact
- Every year, more than three thousand pets are found on the streets of Moscow.
- According to statistics, cats often jump out of open windows or run away from the territory of private houses, and dogs in most cases break off their leashes, frightened by cars or loud noises.
Solutions
The “Search for Lost and Found Animals” service on the official portal of the Moscow Mayor and Moscow Government (mos.ru) is the first city centralized service in Russia for finding lost animals. Those who have lost a pet can post an ad and inform about the missing animal via the service. If a person finds an animal on the street, he can find owners using the service. Thus, the service is gradually forming a single register of all missing and found cats and dogs in Moscow.
If there are no ads matching the request, the resident can place a new ad and tell about the missing or found pet. When placing an ad, photos of the animal, its breed, detailed description of the appearance, as well as the date and place of its loss / detection can be added.
In addition, when placing the missing pet announcement, the service will automatically check it against the database of city shelters for homeless animals. If a pet is found at the shelter, the owner will be notified immediately. The search is carried out automatically based on the animal’s chip or stamp number.
Citizens can customize registry update notifications by specifying subscription parameters (species, gender, breed, color of the animal). By subscribing to them, the owners or those who found the animal will quickly learn about the appearance of a pet with similar parameters in the registry.

- During the first month of the service’s operation, Muscovites published 210 announcements of found and lost dogs and cats on mos.ru
- As of the end of January, more than 240 ads were active in the service, of which almost 60% (142 entries) were about missing pets, and about 40% (99 ads) were about found ones.
- Since the start of the service “Search for Lost and Found animals” on the portal mos.ru Muscovites have published more than a thousand ads about pets. Over 120 cats and dogs have returned home or found a new family.
- Service mos.ru “Search for Lost and found animals” has been recognized by the Veterinary Department of the Ministry of Agriculture of the Russian Federation. For the introduction of the service, the Moscow Veterinary Committee was awarded the gold medal of the competition held within the framework of the Russian Agro-industrial exhibition “Golden Autumn – 2021”.

URAM Extreme Park

About the city. Kazan is one of the most developed cities in Russia towards sport. The city has hosted two Bandy World Championships, in 2005 and 2011, the World Summer Universiade 2013, the World Championship in fencing in 2014, the Aquatics Championship FINA 2015, 2017 FIFA Confederations Cup, 2018 FIFA World Cup and other international competitions of various levels.
Goal
There are several goals. First, create sports facilities necessary to prepare extreme athletes for high-level competitions. Secondly, open free public space for urban recreation in the city centre. Moreover, the park was created as a part of a program aimed at improving the ecological situation in the city and increasing biodiversity.
Implementation period. The park was opened in 2020 on Youth Day on the embankment of the Kazanka River.
Fact
URAM Extreme Park is the largest extreme park in Russia (almost 2 hectares). According to one of the goals, natural materials were used for extreme objects. For example, the facade of the airpark is made of larch.
Solutions
The park is located under the Millennium Bridge and consists of eight zones: a skate park, two pump tracks for experienced athletes, a workout and parkour area, a streetball park, an airpark, and a training zone. It was important for the architects to create a public place so that both amateurs and athletes could spend time there with the same quality and freedom. Moreover, it was necessary to properly landscape the territory in the very centre of the city.
URAM Extreme Park has become a popular public space where people come every day. So about 13 000 guests visit the park every month, while 4 000 athletes train in the park regularly. It is located in the middle of the pedestrian route between Gorky Park and the Kremlin.

Timeline
In 2017 Kazan activists Marat Gazizullin, Naila Zaripova and Denis Kim proposed establishing an extreme park under the Millennium. In 2018 the BMX community presented the idea to the Minister of Youth Affairs of the Republic of Tatarstan, Damir Fattakhov, and he supported the idea. Activists of the URAM (Urban ARts Movement) joined the project, and in 2019 asked Rustam Minnikhanov, the President of the Republic of Tatarstan, to support this idea. The park implementation was included in the global concept of the Kremlin Embankment development of the architectural bureau Orchestra.
In 2021 the indoor part of the park was opened (about 8,000 square metres). There are two floors of extreme zones and cultural spaces open to everyone (a modern music centre, skate shop, a gallery, a lecture hall, a cafe and so on).

Kremlin Quay

Kazan, Russia
About the city. Over the past 10 years, 99 recreation places have been renovated and created from nothing in the capital of Tatarstan. The total area of park spots has increased by 280 hectares. Today there are 145 parks and squares in Kazan with a total area of 432 hectares.
Goal
The authorities aimed to create comfortable conditions for recreation with sports grounds and pedestrian zones.
Implementation period. The construction took place in several stages from 2012 to 2015. In the summer of 2021, on the Day of the City and the Republic, two more quay areas were renovated.
Fact
In 2005, Kazan residents celebrated the 1000th anniversary of the founding of the city. After the old houses were demolished near the Kremlin, new residential blocks were built instead. In 2010, the Palace of Farmers, a spacious square and a green square appeared. All this also became a prerequisite for the creation of the quay.
Solutions
In 2013, the shoreline was expanded for the Universiade, and the first area of the quay was opened. Its length was 1 km, the amount of investments is 1 billion rubles. It is interesting that the name was given by the Kazan people. An Internet vote was held in the city. According to the results, the new quay became known as the Kremlin Quay. The landscaping of the entire boardwalk was completed in 2015. In the summer, the quay was officially opened for citizens. That season the diving boards and tribunes arranged by the quay became the venue for the World Aquatics Championships and high diving competitions.
In 2021, two more spots of the quay were improved (from the Kremlin to the Kirov Dam and from the National Library to the Millennium Bridge) by the development strategy of the coastal territory of Kazanka. A pedestrian zone, bike paths, benches and sunbeds were installed. Some trees, shrubs and flower beds were planted. There are sports areas from the library to the bridge, for example, football fields, a beach volleyball playground, etc.
The length of the Kremlin Quay is over two kilometres. It is divided into two zones: a pedestrian area an entertainment lane. In summer, the second lane is used for bicycles, rollerblades and longboards.
Quay infrastructure
There are many restaurants, cafes, bars on the quay, as well as attractions, illuminated fountains, pavilions, benches, sculptures and numerous other small architectural forms. At the beginning of the quay, visitors can find a free workout area and a pier.
The quay includes three zones:
- alley of arts with a creative gazebo for performances of artists, pavilions for exhibitions and bookcrossing areas;
- family alley with playgrounds, a nursery, swing combinations, a library for children and funny decorative elements;
- youth alley where people can play twister, chess and checkers and so on.
In summer and winter, from year to year, various events are held on the quay: concerts, exhibitions, sports competitions and other events. So, for example, in 2017 and 2018, the quay became a viewing point for several tens of thousands of spectators of the Red Bull Air Race.
One of the longest skating rinks in Russia and Europe and a “Winter Town” with illuminated sculptures and themed houses are opened on the quay every winter.
The skating rink is open every day in winter. Skates and other equipment can be rented. The entrance fee is 50 rubles per hour, rental is 150 rubles per hour.

Timeline
The Kremlin Quay is a fairly recent landmark in Kazan, which has become a favourite place of rest and entertainment for locals as it is one of the most beautiful places to spend time in the city. Today it is a commercial organisation of the city of Kazan.
The development of the coastal territory keeps going. On June 1, 2021, the registration of applications for the Open international architectural competition for the best development concept territory on the right bank of the Kazanka River was completed. 188 applications were submitted from 44 countries. It is planned to improve the territory with a total area of 8.9 hectares, surrounded by Sibgat Hakim Street, the Riviera hotel, the Kazanka water area and the future park, the design of which is under the direction of French landscape architect Michel Pen.
“This will be a new history of Kazan, the largest international project that connected together five continents and the world’s leading architects. We are looking forward to getting started! We will carefully consider all the projects, together we will choose a worthy one and launch,” Ilsur Metshin said.
On June 30, the results were announced. The jury (the mayor headed the jury) decided not to award the first place but to divide the second among three teams. The concepts of three more participants took third place. The winners were companies, consortia and author teams from Switzerland, France, Spain, England, Russia, the Netherlands and Ecuador.

St. Pete Youth Farm

St. Petersburg, USA
About the city. At least 90% of the residents over 25 have obtained a high school diploma, while only 33% of the population have earned a Bachelor’s degree or higher.
Goal
St. Pete Youth Farm was established to provide access to nutritious food in South St. Petersburg, FL., and encourage leadership, entrepreneurship, and career readiness through a youth development program.
Implementation period. The project started in 2019.
Fact
USF’s St. Petersburg Campus won a $25,000 grant from the Ford Foundation to start a greenhouse project in partnership with St. Pete Youth Farm and other local organisations to fight food insecurity within the community by growing fresh produce all year long, right in the South St. Pete CRA.
Solutions
The St. Pete Youth Farm is a welcoming place where young people develop essential life skills. This urban farm project encourages creative thinking and personal growth as students learn everything from growing their food to financial literacy. Through this youth development program, they support the next generation of leaders and entrepreneurs. Each week, members of the youth farm meet to learn and practice several topics, including planting and harvesting, communication and teamwork, artistic self-expression, resume building and job readiness and mental health and mindfulness.

To participate in the program, you need to apply to the website. Three options are available: a supervisor aged 18-24, a Youth Ambassador Internship program member aged 14-19, and a volunteer without age restrictions.

Senior Rental Assistance Program

About the city. Seniors make up one of the largest demographics in poverty in Miami.
Goal
The City believes that affordable housing should not be limited to building new housing, therefore, this program has been created to assist seniors. The main goal is to help the elderly pay their rent.
Implementation period. The program started in 2019.
Fact
In Miami-Dade County (MDC), the population of older adults will double from 394,328 in 2015 to 674,264 in 2040.
Solutions
The City of Miami Senior Rental Assistance Program offers assistance to income-eligible (40% Area Median Income) senior households (ages 62 and up) in the City who spend more than 50% of their household income on housing costs AND who live in City assisted rental housing or subsidized buildings within City of Miami limits. The program provides up to $100 a month towards rental housing assistance at eligible properties, for up to a year, for qualifying households.
How does it work?
It is necessary to apply. Сomputerized waitlist lotteries are held for preliminarily eligible applicants. They are selected for the lottery pool based on a preliminary, face-value review of their application. Inclusion in the lottery pool or a District specific waitlist does not mean that the applicant is eligible for this program. Final eligibility is determined at the program’s intake appointment, during which the applicant must produce all the program’s required documents as outlined in the City Resolution 19-0488, in order to prove that the information noted on the application is true and accurate.
Applications in the District specific lottery pool(s) are assigned a random ranking number based on program priority, which then establishes an order for processing the applicants for financial assistance. Those persons on the final District waitlists receive a letter in the mail to schedule an intake appointment, indicating what required documents must be provided in order to be processed for the assistance.

NDD Red Urban Bears

Newark, USA
About the city. The NDD is funded through a special assessment on district commercial and residential properties and is overseen by a Board of Trustees consisting of business and property owners within the District, representatives of non-profit organizations, as well as municipal officials and staff.
Goal
The idea behind the program is to spotlight the vibrancy that exists within every urban space. Because their creation left a minimal carbon footprint, the NDD Red Urban Bears serve as a reminder that we can always look for ways to make cities green and clean.
Implementation period. The program was launched in August 2021.
Fact
The NDD chose the bear because it symbolises both power and resurgence: following the bear’s season of introspection, it emerges- undeniably dynamic and fiercely energetic- just like the City of Newark. The bears are meant to send a message of spirit and strength, confidence and victory, and, because they prefer peace and tranquillity, bears symbolise harmony and balance.
Solutions
The red bears were created by six cutting edge artists in Italy who utilised recycled plastics to create the animal sculptures, and each sculpture conveys a specific meaning for the urban environment. The bears symbolize nature because they are created from recycled material, thus leaving a minimal carbon footprint-this is to inspire people to re-examine existing perceptions of urban life, and rejuvenate them into more healthy and vibrant environments.
Who are the NDD Red Urban Bears?
Yosemite (Native American name for bear)
The Yosemite National Park, one of the first parks in the USA, is a shrine to human foresight, strength, power, and the persistence of life. Yosemite’s mission is tied to the home that bears (pun intended) his name. His goal is the preservation of the rich history of the City, and a commitment to keeping Newark clean and litter-free.
Manilkara (from the Manilkara Chicle tree)
Manilkara’s name comes from the Manilkara Chicle tree, which exudes chicle, the substance we know as “gum”. Chewing gum is one of the leading causes of litter in urban areas, as it is commonly stuck underneath benches and tables and to the surface of sidewalks, and is almost impossible to remove once dried. Chewing gum does not break down over time, making it also a potential hazard to the environment. Manilkara has one goal – to purchase “Gum Buster” machines to remove gum from the sidewalks in downtown Newark.
Bernadette (Strong Brave Bear)
Bernadette is dedicated to the NDD Horticulture Project. There have been 175 new trees installed, and there will be seasonal plants and flowers in the 220 planters throughout the downtown district year-round.
Orsa (Little She Bear)
Orsa’s name, meaning “little she bear”, is derived from the Latin “orsorum” meaning “undertaking”, so her mission is a lofty one – pun intended. Orsa envisions environmentally-friendly green roofs in Newark. Roofs covered with living plants have many benefits in urban areas – from reducing city heat and air pollution to decreasing the rate of stormwater runoff. Green roofs also serve as an extra layer of insulation, reducing the amount of heating in the winter and air conditioning in the summer, and thus decreasing energy consumption.
Reeree (from the prefix “re” meaning “again”)
Reeree’s mission is connected to her name—to renew the City by recycling, reusing, and reducing. By collecting and reusing materials that would otherwise be considered waste, and then buying recycled products, we can create a circle that will ensure the success of a recycling project.
Team
The Newark Downtown District (NDD), Newark’s special improvement district (SID) of the central business area, is a privately funded 501(c)(3) non-profit organization, dedicated to enhancing cleanliness, safety, and beautification in Downtown Newark while preserving and enriching culture, commerce, and community.

“We’re always being asked where the bears will be next because people know they always go to the coolest places downtown,” added NDD Social Media Manager Allison Gordon, the mastermind behind the campaign’s photoshoots.
